While many immigrants and refugees would like to become American citizens and participate fully in American life, they are often met with hurdles to overcome. Lower levels of English ability and lower levels of education make learning the skills necessary for citizenship difficult. Unskilled workers who make lower incomes spend more time working to support their families and often times have little time to improve their personal skills.
